Take Notice that the Council of The Corporation of the Township of Douro-Dummer has received a complete application for Zoning By-law Amendment and will hold a public meeting to consider the proposed amendment to the Township of Douro-Dummer Comprehensive Zoning By-law under Section 34 of the Planning Act, R.S.O., 1990.

The Corporation of the Township of Douro-Dummer will hold a Public Meeting to consider the proposed Zoning By-law Amendment under Section 34 of The Planning Act. You are invited to attend the Statutory Public Meeting to consider the proposed amendment. This meeting will take place on:

Location: During the COVID-19 pandemic, regular meetings of Council are being held electronically.
To participate in this electronic meeting in real time, please contact the Deputy Clerk by email to martinac@dourodummer.on.ca, no later than 4:00 p.m. on the day prior to the scheduled meeting and you will be provided with an invitation to join the meeting using your computer or telephone. Although it is possible for members of the public to “attend” a meeting electronically, and provide verbal submissions, we encourage you to communicate with Council by forwarding written comments in support or in opposition to the Deputy Clerk. It is the responsibility of the interested member of the public to have technology in place to connect to the meeting.
If you wish to view the public meeting in real time, but do not wish to speak to the application, the meeting will be hosted on the Township’s YouTube Channel. The meeting will also be recorded and available after the meeting for public viewing on the same platform.
Location:
The key map shows the location of the lands which are subject to the application at Part Lot 5, Concession 3 (Dummer) having the municipal address of 861 Webster Road in Douro-Dummer, Ontario.
Purpose and Effect of Application:
To amend the zoning of parcels of land in Concession 3, Part Lot 5 in the former geographic Township of Dummer, (now Dummer Ward of the Township of Douro-Dummer) in the County of Peterborough.
The subject lands are currently zoned Rural Zone (RU). The effect of this By-Law Amendment is to add a Holding Provision on the two severed parcels and rezone portions of the retained parcel from Rural Zone to Environmental Constraint Zone (EC) to prohibit future development in the identified wetland and the associated vegetative protective zone.
This rezoning is required as a condition of Application for Consent (File B-45-20 and B-46-20), that was conditionally approved by Peterborough County on March 5, 2021.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the Township of Douro-Dummer to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Douro-Dummer before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Douro-Dummer before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
